wth? you don't install patch panels and then not organize the cables. you just don't. they didn't even color code the cables. i can't look at that without twitching.

I've seen so much worse.
Sometimes its laziness, and sometimes there aren't enough people on staff with enough free time to take care of things like this. If the network is working, then cable organization isn't going to be the highest priority if there are other issues going on.
