This is certainly an example of "ways for the uber-rich to spend their money" but car elevators are hardly uncommon. For example they are in parking lots all over space tight NY, like the one in this flickr photo.

Niamh: oh, I've certainly seen car elevators in NYC and here in LA. But a beneath-ground, residential version is certainly a surprise :)
